Every Vendor Response, Side by Side: Introducing Responses in Clearbox Procure
6:38

Ask anyone who has run a government technology procurement where the project actually slows down, and they rarely point to writing the RFP or getting responses in the door. They point to what comes next: the evaluation.

You post a solicitation, responses arrive, and now you have a stack of proposals that answer the same questions in completely different ways. One vendor buries pricing on page 40. Another reframes your requirements into their own language. A third answers the questions you asked but not the ones you actually care about. Somewhere on a shared drive, a committee member starts building a spreadsheet by hand — and the clock starts ticking.

That comparison work is where weeks disappear. So we built a tool to take them back.

Today we're releasing Responses — a new capability in Clearbox Procure that lines up every vendor response side by side, so your team can spot the strongest submissions in minutes instead of weeks.

The Analyzing stage is the bottleneck

Clearbox Procure runs a government technology purchase across four stages: Sourcing (market research and vendor identification), Soliciting (drafting the solicitation, posting it, and running targeted outreach), Analyzing (comparing and scoring what comes back), and Purchasing (a council-ready decision packet). A dedicated procurement manager leads each step.

Stages one, two, and four have clear inputs and outputs. Stage three is the one that historically resists structure. Every response is a different length, in a different order, with a different idea of what matters. Normalizing all of that into something a selection committee can actually compare has always been manual, tedious, and easy to get wrong — and it's precisely the moment when a project can stall for a month while someone reconciles PDFs.

Responses is built to power exactly that stage.

What Responses does

The tool takes every competitive submission — RFP, RFQ, RFI, and Call for Innovation responses alike — and organizes them into one structured, side-by-side view. Three capabilities do the heavy lifting:

Side-by-side response comparison across every vendor at once. Instead of opening proposals one at a time, your team sees all vendors in a single grid, aligned on the same criteria. The differences that matter jump out immediately.

Live filtering and parsing to isolate the capabilities that matter to you. Responses are parsed so you can filter for the specific features, standards, or requirements your project depends on — and see, at a glance, which vendors actually meet them. Looking for a specific detection method, integration, or pricing model? Filter for it and watch the field narrow.

Custom summary columns and scoring, built around your evaluation criteria. The comparison isn't generic. You define the columns and the scoring that reflect how your agency actually makes the decision, and the tool structures every response against them.

Here's what that looks like in practice. On a recent Call for Innovation: Smart Roadways solicitation, more than twenty vendors — Bentley Systems, CITYROVER, Pluto Technologies, and others — were lined up across the criteria that mattered for a pavement-condition program: how each measured pavement condition, what underlying technology they used (LiDAR, computer vision, AI/ML, radar, mobile sensors), and how each priced the work. What normally means reading two dozen proposals cover to cover became a single screen you can scan and filter.

Crucially, Responses is included with Clearbox Procure, and it's collaborative by design: your team and your dedicated procurement manager work in it together. You're never handed a black-box score. You see exactly how every vendor stacks up and why.

Where it fits: managed procurement, end to end

If you're already a Clearbox Source subscriber, it helps to place this in context. Clearbox Source is the self-service platform — 350+ market landscapes, contract and pricing data, unlimited users and projects, all the research your team can run on its own. Clearbox Procure is the managed upgrade: everything in Source, plus a dedicated team that leads the procurement end to end and delivers the documentation at each stage, culminating in a council-ready Final Briefing Packet with sole-source or piggyback justification where it applies.

Responses sharpens the part of that managed service where speed and defensibility matter most. A faster, more structured analysis isn't just a time savings — it produces a clearer paper trail for the eventual council vote.

Proof: 10 responses, one clear decision in Aurora

When the City of Aurora, Illinois set out to modernize its aging Computer-Aided Dispatch and Records Management System — the backbone of emergency dispatch and investigations for its police and fire departments — the project spanned APD, AFD, IT, and Purchasing, and drew ten vendor responses.

Clearbox Procure delivered the market intelligence, posted a standardized solicitation, and ran targeted outreach. From there: day-long demos with finalists, a unified-versus-integrated path analysis, tailored pricing follow-ups, and coordinated peer site visits — with all ten responses organized for side-by-side review. Aurora selected Mark43, a unified CAD/RMS platform, within a year, and City Council approved the contract in August 2025.

"From helping draft the RFP to organizing vendor responses and coordinating stakeholders, they kept the project moving — saving countless hours and ensuring we could focus on selecting the best product." — Commander Bryan Handell, Aurora Police Department, Bureau of Administrative Services

That's the whole point of the Analyzing stage done well: the committee spends its energy on judgment, not on formatting.

Available now

Responses is live for every Clearbox Procure engagement today. If you're already working with us on a procurement, your procurement manager can put your current responses into it now. If you're a Clearbox Source subscriber curious about the managed upgrade — or a government team facing an evaluation you'd rather not run on a spreadsheet — it starts with one short conversation about the procurements you have coming and how you'd like to structure the support.

Curious what your next evaluation would look like side by side? We'll walk you through Responses and how Clearbox Procure runs a purchase end to end — in about 20 minutes. Schedule a walkthrough →
